TAKE NOTICE that the Port Stanley Heritage Conservation District and Plan Public Meeting originally scheduled for Wednesday January 20, 2021 is cancelled.

AND TAKE FURTHER NOTICE that the Council of the Municipality of Central Elgin will reschedule and hold a Port Stanley Heritage Conservation District and Plan Public Meeting on:

to receive information and public input on a proposed Heritage Conservation District (HCD) and Plan.  This meeting of Council is the statutory public meeting required under Section 41.1 (6) of the Ontario Heritage Act. Before Council can consider a By-law to designate an HCD area or to adopt an HCD Plan, a statutory public meeting must be held to provide the opportunity for the public to provide comments.

A Heritage Conservation District designation enables Council to manage and guide future change in a district through adoption of a plan with policies and guidelines for conservation, protection and enhancement of the area’s special character.

The HCD Plan and Guidelines would serve as the detailed guidance for property owners and tenants on how the heritage attributes of the HCD may be conserved when modifications are proposed to their properties. The document establishes those types of changes that require a heritage permit and those that do not, as well as providing guidance for potential new development within the proposed District.

A draft of the HCD Plan has been released for public comment and consideration by Council. A map of the HCD boundary and adjacent properties is attached to this notice.

In accordance with subsection 41 (8) of the Ontario Heritage Act, a person who does not raise objections to the adoption of a proposed heritage conservation district plan by making oral representations at a public meeting or written submissions to Council may be later denied an opportunity to appeal the passing of a By-Law adopting the HCD Plan and Guidelines.

A Draft of the Heritage Conservation District Plan and Guidelines and related background information is available for review on the Municipality’s Let’s Talk Central Elgin website at https://www.letstalkcentralelgin.ca/heritage-conservation-district.

Any written comments received for the January 20, 2021 meeting will be brought forward to the new meeting scheduled for February 10th, 2021.
