The 2014 Parks and Recreation Master Plan Update guides decisions about the development of parks, open spaces and community trails within Central Elgin. 

The plan includes specific recommendations about facilities and venues, such as sites and sizes. It contains an implementation framework for the key recommendations. 

The Plan was developed by holding focus groups and conducting community workshops. Residents were given the opportunity to provide their perspectives on parks and recreation needs, priorities, policies, and strategic directions.

The Recreation Master Plan Update reviewed every year in order to maintain an active list of recommendations. The next major review will take place in 2020.
