Port Stanley Storm Sewer Upsizing Project Advances with Phase 1B Construction this Fall
The Municipality of Central Elgin is continuing investment in critical stormwater infrastructure improvements with the next phase of the Port Stanley Storm Sewer Upsizing Project, designed to reduce flooding risks, improve stormwater management and enhance the reliability of municipal infrastructure.
The project is one of several initiatives funded in part by the Government of Canada through the Disaster Mitigation and Adaptation Fund and by the Government of Ontario through the Municipal Housing Infrastructure Program’s Health and Safety Water Stream.
Guided by recommendations from the West Port Stanley Stormwater Management Plan, the Port Stanley Storm Sewer Upsizing Project addresses known stormwater capacity deficiencies that have contributed to localized flooding and surface ponding in the community. The upgraded system will enhance Port Stanley's resilience to significant rainfall events by improving drainage capacity and reducing the risk of roadway flooding, basement impacts and infrastructure disruptions.
Phase 1A of the project was completed in May 2026 along William Street, Edith Cavell Boulevard and the Hofhuis Park outlet.
Phase 1B will focus on Maud Street and Bessie Street, where new storm sewers will be installed in areas that currently do not have storm sewer infrastructure. The project will also include the replacement of all water services, road reconstruction and the installation of new curb and gutter.
Central Elgin Council has awarded the tender for construction to Cassidy Construction London Ltd.
To minimize impacts on residents, visitors and local businesses during Port Stanley's busiest tourism season, construction has been scheduled to begin after the Labour Day long weekend. Construction is expected to be complete by the end of November 2026.
The Municipality will host a Public Information Centre on Thursday, August 20, 2026, 5:30 - 7 p.m. at the Port Stanley Arena upper hall to provide residents with details about the project, construction timelines and anticipated impacts. Property owners on Maud Street and Bessie Street will receive specific project information and have an opportunity to review project drawings, ask questions and provide feedback.
