Road Construction Projects

The Municipality of Central Elgin invests in annual road construction and rehabilitation projects to maintain safe, reliable, and efficient transportation infrastructure. These projects help improve road conditions, enhance safety, and support the long-term needs of our growing community.

The first phase of the Port Stanley Storm Sewer Upsizing project is complete. This is part of a broader series of infrastructure improvements designed to strengthen stormwater resiliency and help protect the area from increasingly severe weather events. The Municipality of Central Elgin and the County of Elgin will be making improvements to the intersection of Belmont Road and Seventh Avenue. Construction is expected to begin in late summer and continue into the fall.

What’s Happening

New traffic signals will be installed at the intersection, along with a dedicated northbound turning lane and marked crosswalks to improve traffic flow and pedestrian safety. Seventh Avenue will also see the addition of curb and gutter, improved storm drainage, a new sidewalk, and a designated turning lane into the school property to better serve Belmont Meadows Public School. In addition, road resurfacing will take place between Snyders Avenue and Belmont Road. Visit the Thames Valley District website to learn more about the new Belmont Meadows school.

Why This Work Is Needed

These upgrades will enhance traffic operations, reduce surface drainage issues, and improve overall movement for both vehicles and pedestrians. The reconstruction of Seventh Avenue is necessary to support increased traffic from the opening of Belmont Meadows Public School, as well as planned residential development to the south and west of the school, ensuring the road network can accommodate future growth safely and efficiently.

Traffic Impacts

Residents can expect single-lane closures during working hours and minor delays. If full road closures are required, detours will be in place and advance notice will be provided.

Road Resurfacing Projects

As part of the 2026 Central Elgin Budget, the Road Resurfacing Program will improve approximately 32 kilometres of municipal roads through a combination of hot mix resurfacing, gravel resurfacing, surface treatment, and crack sealing.

Roads scheduled for improvements this year:

  • Roberts Line (Yarmouth Centre Road to Quaker Road)
  • Roberts Line (Centennial to Yarmouth Centre Road)
  • Mapleton Line (Belmont Road to East Boundary)
  • Truman Line (Dalewood Road to Highbury Avenue)
  • Pulley Road (Sparta Line to Forsyth Line)
  • Forsyth Line (Pulley Road to Springwater Road)
  • Dalewood Road (Truman Line to Webber Bourne)
  • Brouwers Line (Quaker Road to Powers Road)
  • Brouwers Line (Powers Road to Bridge)
  • Southdale Line (Yarmouth Centre Road to Quaker Road)
  • Southdale Line (1.2 km east of Quaker Road to Bridge)

The Annual Road Resurfacing Program is funded through the Municipality of Central Elgin, with funding from the Canada Community-Building Fund and the Ontario Community Infrastructure Fund.

These investments help extend the life of our roads and improve safety and travel conditions across the municipality.

Preparation work has already begun, including road repairs and ditching. The full road resurfacing program is expected to be completed in early fall. Updates will be provided through our social media channels as timelines are confirmed.

MTO Highway 3 Twinning and Talbotville Bypas

  • Highway 3 Twinning (City of St. Thomas, Municipality of Central Elgin, and Township of Southwold)
    • Construction of two additional lanes (i.e., twinning) along Highway 3 from Ron McNeil Line to Centennial Avenue (approximately 9.4 km)
    • Preliminary Design, Detail Design, and Group ‘B’ Class EA (GWP 3041-22-00)
  • Talbotville Bypass (Township of Southwold)
    • Construction of a new Talbotville Bypass from Highway 4 to Highway 3 at Ron McNeil Line
    • Widening of Highway 4 from two (2) to four (4) lanes from Clinton Line to the new Talbotville Bypass (approximately 2.4 km)
    • Preliminary Design, Detail Design, and Group ‘A’ Class EA (GWP 3042-22-00)
    • Construction of the Talbotville Bypass is now underway.
