Councillor Baughman is serving his first term as Ward 5 Councillor.

A lifelong resident of Elgin County and proud Belmont resident for almost 30 years, Councillor Baughman has dedicated his personal and professional life to service and community involvement.

He is married to Rosemary, a retired teacher from South Dorchester Public School, and together they have two sons, Dylan and Nathan. He retired after a 27-year career in education, where he taught high school and served as the Department Head of Technology for two years.

Over the years, he has been deeply involved in both school and community initiatives, serving on numerous committees and helping plan major events. He is a long-standing and active member of the Belmont Lions Club and previously served as Club President. He has also served as the National Lions Quest Chairman for the Southwest Region and advisor to the East Elgin Leo Club.

His commitment to youth and sport is reflected in his 30 years as a head coach in Belmont Minor Hockey, including four years on the executive team as Director of Hockey Operations. He I also chaired the BMHA’s 50th Anniversary and Reunion celebration.

As the current Ward 5 Councillor, he continues to uphold the values that have guided his life: service, integrity, and community. He believes a community is more than just where you live—it’s where you grow, connect, and belong. He brings to Council a long-standing commitment to volunteerism, a collaborative spirit, and a deep desire to make our hometown the best it can be.
