Decision to Determine the Organizational Structure of the Municipality and Power to Hire, Dismiss, or Exercise Any Other Prescribed Employment Powers Delegated to Chief Administrative Officer

CENTRAL ELGIN – Mayor Andrew Sloan has issued his first decision following the Province of Ontario’s expansion of the Building Faster Fund legislation to Central Elgin.

As part of this decision, Mayor Sloan has delegated oversight of municipal staff operations to the Chief Administrative Officer (CAO), empowering the CAO to lead and manage municipal staff operations.

This decision reflects the Mayor’s commitment to accountable leadership, efficient governance, and a high-performing and efficient municipal administration.

The delegated authorities include:

  • Empowering the CAO to determine the organizational structure of the Municipality.
  • Granting the CAO authority over employment and staffing matters.

“I have full confidence in the CAO’s leadership, experience, and strategic vision for our Municipality,” said Mayor Sloan. “This delegation reflects not only trust in our administrative leadership but also our shared goal of delivering exceptional service to the community.”

Mayor Sloan emphasized that while this new legislation is available, his approach to leadership remains rooted in collaboration, regularly engaging with residents through individual meetings and town halls, listening to staff feedback, and ensuring that all voices are heard in the decision-making process.
