CENTRAL ELGIN – At its Regular Meeting dated Monday, December 11, 2023, the Council of the Corporation of the Municipality of Central Elgin unanimously approved the submitted low tender bid from Cassidy Construction London Ltd. for the Front Street Slope Stabilization and Reconstruction Project in the amount of $4,517,312.97. This represents a savings of over $600,000 from when the project was originally tendered in January 2023.

 

“I am pleased that the Municipality will be moving forward with this important and significant project,” said Mayor Andrew Sloan. “Approval of this tender represents this Council’s commitment to upholding safety and community infrastructure while prioritizing fiscal responsibility on behalf of our ratepayers.”

 

Work as part of this project will see a complete reconstruction of Front Street and the addition of a suburban stormwater system, curbs, and asphalt roadway. The slope stability portion will see additional bin walls (retaining walls) installed along the entire south side of the roadway to stabilize the upper portion of the bluff (the existing bin walls will not be removed or replaced).

 

Major works to be completed include:

 

• Remove all asphalt from west limit to Mariner’s Bluff Condo Corp. on Front Street

• Install bin wall and stormwater system (maintenance holes, pipes, subdrains, catchbasins, etc.) along Front Street and an infiltration gallery within Stanley Park

• Install additional fire hydrants to meet Municipal standards and fire prevention spacing

• Rebuild roadway with new subgrade, granular base and asphalt

• Pour roll-over curb on north side of Front Street and barrier curb on south side

• Remove existing cable guiderail and replace with steel beam guardrail to meet current safety standards

• Repave roadway – base asphalt in 2024 and surface asphalt in spring / summer 2025

 

Sanitary and watermain work outside of the additional fire hydrants is not included in this tender with works previously completed and not requiring replacement.

 

Additionally, the roadway will be reconstructed (gravel and asphalt only) from the Mariner’s Bluff Condo Corp. to George Street due to deteriorating condition and additional construction stresses anticipated during this work (curb and sidewalk will not be removed or replaced).

 

Council has given permission for the Contractor to start on or after January 2, 2024. Cassidy Construction has informed the Municipality they may start as early as January 15, 2024, pending material supply and weather.

 

Works are anticipated to be substantially complete November 2024 with final restoration including surface asphalt in the spring / summer of 2025.

 

Anticipated impacts to service and local transportation will be communicated to affected residents directly.
