NOTICE OF PROJECT UPDATE
Highway 3 Municipal Utility Relocations (GWP 3025-25-00)

THE STUDY

The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. to complete the Preliminary Design, Detail Design and Class Environmental Assessment Study (Class EA) for improvements to Highway 3 from Highway 4 to Centennial Avenue (St. Thomas). As part of the overall study, advanced municipal utility and storm sewer relocations are required to support the future twinning of Highway 3 through St. Thomas and will be undertaken as a separate project (GWP 3025-25-00).


This project (GWP 3025-25-00) includes the relocation of utilities and storm sewers within the Highway 3 right-of-way and the following municipal rights-of-way:
•Hughes Street
•Woodworth Street
•Flex O Lite Road
•Burwell Road
•Gaylord Road/Harwill Road
•Harper Road


It is anticipated that the utility relocation work will be undertaken in two stages and will require the following temporary full closures of Highway 3:


•Stage 1: Temporary full closure of Highway 3 from First Avenue to Centennial Avenue, including temporary full closure of the eastbound on-ramp and westbound off-ramp at First Avenue Interchange


•Stage 2: Temporary full closure of Highway 3 from Wellington Road to First Avenue, including temporary full closure of the westbound on-ramp and eastbound off-ramp at First Avenue Interchange


Temporary closures of the municipal roads listed above may also be required to complete the work. A signed detour route will be in place for the duration of the work (see figure). The detour route will include Wellington Road, Ron McNeil Line, and Highbury Avenue South/Centennial Avenue.
Construction and the related closures are expected to begin in June 2026 and be completed in 2026.


THE PROCESS
This study is being carried out as a Group ‘B’ project under the MTO Class Environmental Assessment for Provincial Transportation Facilities and Municipal Expressways (2024).
