You need an entrance permit before you make any modifications to an existing entrance or construction of a new entrance within the Municipality of Central Elgin's road allowance. Please refer to the Entrance Policy for more information.

Why is an Entrance Permit required?

Entrances to private property require work to be completed within Municipality road allowances (i.e. Municipal property). Central Elgin's Entrance By-law 2640 has been enacted to regulate the construction of new entrances and modifications to existing entrances. It provides standards and specifications, and will ensure consistent response to property owner requests.

When is it required?

  • Creation of a new entrance to private property from the municipal road allowance
  • Modification or relocation of an existing entrance (i.e. widening, new location, removal, etc.)
  • Creation of a temporary entrance (for construction projects as an example)
  • Paving or resurfacing an existing entrance.

How wide can I make my entrance?

The maximum width permitted for entrances depends on the property size, please refer to section 6 of the Entrance By-law for more details. The location of street fixtures (i.e. street lights, utility boxes, fire hydrants, etc) also dictate how wide the entrance can be.

How much does an entrance permit cost?

There is a standard $50 non-refundable permit fee. Security deposits will vary depending on location and driveway entrance extents.

How long does it take to get an entrance permit?

The Municipality requires a minimum of 5 business days once an application has been successfully submitted for review. Staff will be in contact with additional information once they've had a chance to review the submission. Timing may also depend on the status of other approvals that may be required. In general, please allow up to 30 business days for a permit to be issued.

Road Occupancy Permit

You need a road occupancy permit prior to commencing any work, project or bin storage located within the Municipality's road allowance (i.e. boulevard, sidewalk, and/or roadway). You cannot work or store material without first obtaining this permit. We evaluate each location individually.

When do I need a road occupancy permit?

A road occupancy permit is required prior to commencing with any work for the storage of any bin/material within the Municipality's road allowance as per the Encroachment By-law. The road allowance is the Municipality's property which spans from property line to property line. Road allowance typically includes the sidewalk, grassed boulevard, curb, roadway, etc.

Do I need insurance to work within the Municipality's road allowance?

Yes, applicants must provide a Certificate of Insurance, satisfactory to the Municipality, with Commercial General Liability for no less than $5 million per occurrence with coverage for bodily injury, including death and property damage. The Certificate of Insurance must name the Municipality of Central Elgin as additional insured, including cross liability and severability of interests clauses and providing for 30 days' notice of cancellation or material change.
