You can apply for a lottery licence in the Municipality of Central Elgin if you belong to a charitable or religious organization. The Government of Ontario and the Alcohol and Gaming Commission of Ontario (AGCO) regulate lottery licences in Ontario.

Before You Apply

If you are not currently licensed by the Municipality or have not been licensed in the past two years to conduct a lottery, then you need to complete and submit the Lottery Licensing Eligibility Application.

You'll need to provide the following information to confirm your eligibility:

Required Documentation

  • The constitution or by-laws for the organization
  • Letters Patent (if applicable)
  • List of current Board members (name, position, contact information)
  • Membership list (if applicable)
  • Brochures, pamphlets or other material describing the programs and services provided by the organization
  • Revenue Canada Notification of Charitable Designation (if applicable)
  • Most recent documents filed with Revenue Canada
  • Operating budget for the current and past year
  • Most recent financial statements

If your lottery doesn't fall under Central Elgin's jurisdiction, you'll need to contact the Alcohol and Gaming Commission of Ontario to apply for a licence.

Fees

Lottery licences cost 3% of the total prize value.

Applying

You can apply for the following lottery licences through the AGCO that the Municipality will approve:

  • Bazaars (Wheels of fortune with a maximum bet of $2, raffles not exceeding $500, and bingo events up to $500) 
  • Bingos (With prize boards of up to $5,500)
  • Break Open (Nevada) Tickets
  • Raffles (With total prizes of $50,000 and under) 
  • 50/50 Draws

Please note you cannot get a license for any lottery event to be held at a Stag and Doe. Check the AGCO website for specific information on those type of lottery schemes.

Reporting

The licensee must provide the Municipality with a financial report outlining the results of the lottery within 30 days from the event.

The following documents must accompany the financial report:

  • Copies of all deposit slips related to the event
  • A list of winners
